  • Description: The Government plans to introduce a legal entitlement to free early education for two-year-olds. Following a previous consultation, it has been decided which children will be eligible for the first phase of the entitlement from September 2013 - around 20 per cent of two-year-olds in England. This consultation seeks views on proposed eligibility criteria for the second phase of the new entitlement from September 2014 - for around 40 per cent of two-year-olds. The consultation runs to 15 October 2012.
