This toolkit helps with the planning, commissioning and writing of health and well-being needs assessments for use across the youth justice system (YJS), in both community and secure settings.
It will also be useful for secure settings that hold children and young people because of concerns about their welfare rather than because they have offended.
The toolkit has been developed by the Department of Health as part of the Healthy children safer communities cross-government strategy and its commitment to strengthen the commissioning of health services for children and young people in contact with the YJS, drawing on the best available evidence.
