The ChiMat team provides health intelligence, knowledge management and support to practitioners in the field. We do this through:

Dr Helen Duncan

ChiMat Programme Director

Helen leads the development of ChiMat in response to national strategy for child and maternal health. This includes networking with key stakeholders including Government Departments, Regional Offices, Strategic Health Authorities, leading academics and clinical experts in the field.

Helen comes to the role with Acute Hospital Board level experience in Health Informatics and private sector consultancy experience with a focus on strategy, business intelligence and knowledge management. A research scientist by background Helen is firmly committed to the principles of evidence based decision making.

Helen has a first class degree in Natural Sciences and PhD from the University of Cambridge and has completed an MBA with the Open University.

David Wells

Deputy Director and Local Network Lead

David is responsible for developing local support and training in using the ChiMat tools and services and ensuring these meet the requirements of Strategic Health Authorities (SHAs), Local Authorities, Primary Care Trust (PCT) and Primary Care commissioners. He acts as a link with partner organisations such as the Centre for Excellence and Outcomes (C4EO). David also acts as project manager on the development of the ChiMat needs assessment and self assessment tools, as well as supporting the knowledge managment work within ChiMat.

David comes to the role from the Care Services Improvement Partnership where he project managed the original ChiMat project having previously worked at the NHS Modernisation Agency. A nurse by background, David worked in a number of acute specialities before moving into general management. He has experience in Medicine, Paediatrics and support services latterly as a Directorate Manager in Obstetrics and Gynaecology.

Helen Smith

Head of Health Intelligence

Helen leads on the development and delivery of ChiMat's analytical tools and oversees its knowledge management function. As Head of Health Intelligence, Helen provides expert advice and support on child and maternal health intelligence to a range of organisations, particularly in relation to using ChiMat's tools.

Helen has over nineteen years' NHS experience working in information analysis, most recently at NHS Bradford and Airedale.

Hilary Osborne

Business Manager

Hilary leads the key corporate functions for ChiMat including business planning, human resources, accommodation, communications and commissioning. This involves building and maintaining effective collaborative links with a range of national, regional and local stakeholders and partners, to take forward ChiMat's work programme.

Hilary has held a number of management positions across both the health and academic sectors before joining ChiMat in the summer of 2009.

Victoria Richardson

Knowledge Manager

Victoria leads the knowledge management work within ChiMat. This includes the development of the ChiMat website as an effective online resource for finding the latest information, knowledge and intelligence relating to children, young people's and maternal health.

Victoria has over ten years' experience of working in information and knowledge management including within the voluntary sector.

Craig Baxter

Senior Health Intelligence Specialist

As a health intelligence specialist, Craig provides health intelligence and project management expertise to a number of ChiMat projects. In particular, Craig's work focuses on developing predictive modelling tools. He acts as a link with partner organisations such as the Family Nurse Partnership at the Department of Health and the University of York.

Craig comes from a private sector background, specialising in economics and project management. He has a first class degree in Economics and is currently undertaking an MSc in Public Health at York University.

David Knox

Workforce Intelligence Specialist

David is the Workforce Intelligence Specialist at ChiMat. This role involves providing appropriate information to enable decision making across the children's workforce, supporting tool development and implementation. As part of this David works on many regional projects, such as looking at recruitment and retention, with a view to applying the findings and methodology nationally.

David has over ten years' experience working within Human Resources and Finance including Payroll, Compensation and Benefits, Systems and Management Information over a host of large private sector organisations.

Stephen Chaplin

Health Intelligence Analyst

Stephen is the Health Intelligence Analyst at ChiMat. This role involves ensuring the Data Atlas is up to date with the latest available data and assisting in the development of needs assessment tools, health profiles and other online tools for the ChiMat website.

Stephen previously spent ten years as a data analyst and research consultant at York Health Economics Consortium.

Emma Baxter

Web Developer

Emma is the Web Developer for the ChiMat Website. This role includes maintaining and developing new interactive web-based tools to ensure the ChiMat site remains useful to health care professionals. This includes working with developers from across the country to provide the latest relevant information in a meaningful and useful way.

Emma has 8 years experience of web development in the private sector.
